Welcome Overview

In 2022, TaxSaver Plan, Inc. announced its partnership with Navia Benefit Solutions, a like-minded company that has provided benefits administration to nationwide employers for over 30 years. We have been very pleased with this partnership as it enables us to continue delivering exceptional service while leveraging Navia’s technology platform, offering expanded features and resources. Together we provide a robust service infrastructure to better support both employers and participants.

We will be migrating your CDH plans, such as FSA, HSA, and HRA to Navia’s platform at renewal to provide you with a better user experience and ease of administration. Dedicated representatives from TaxSaver and Navia will manage all key activities associated with this migration to ensure a seamless experience with minimal disruption to you and your organization.

If you offer COBRA and/or Direct Bill, those will migrate to the Navia platform on September 22, 2025. A separate COBRA/Direct Bill transition site has been created to provide resources and can be accessed here https://www.naviabenefits.com/taxsaver-cobra/. The password is: taxsavertransition

New Enhancements

  • HSA divisional banking will now be available for plan funding under the main company.
  • Employees who fail the HSA bank ID verification will have 90 days to resolve the issue.
  • HSAs are initially set to a high-yield interest option but can be switched to a traditional interest option anytime by the participant via the Participant Portal.

Key Differences

  • Employers, brokers and participants must register through naviabenefits.com. Registration instructions will be sent to each user at a later date.
  • As part of the transition, a new contract and updated banking form will be required.
  • Participants must re-submit any recurring claims at the start of each plan year. Claims do not carry over from one plan year to the next.
  • Each participant will receive one debit card in their name. Additional cards can be requested at no cost through the Participant Portal and will be issued in the name of a spouse or dependent.
  • Participants are not required to provide direct deposit information. If direct deposit is not set up, claim reimbursements will be sent via USPS check. Navia will handle the escheatment process for uncashed checks.
  • Commuter benefit rollovers will occur approximately five days after the start of the new plan year.
  • Navia will send participants a reminder about their FSA balance 30 days before the plan year ends.

Transition Instructions and Timeline

Dedicated representatives from both TaxSaver and Navia will handle key activities associated with the migration of data to minimize any impact on you and your organization.

Over the coming months, there are a handful of important actions to complete as part of the transition to the Navia platform. You will receive email communications throughout the process to remind you of next steps. Below is a checklist of key activities with a timeline:

  • Sign and return your new Navia Administrative Services Agreement.
  • Complete the Direct Debit and Credit Authorization Form. This form authorizes Navia to debit your bank account for monthly administrative fees and plan funding.
  • Attend the migration kick off call hosted by Navia.
  • Distribute transition communications to participants. Navia will draft these messages and provide them to you for distribution to your participants.
  • Register on Navia’s Employer Portal on the start of your new plan year. Online registration instructions will be provided via email
  • Submit your Open Enrollment file to Navia by the OE deadline to ensure new debit cards arrive on time for your plan start date.

Flexible Spending Account (FSA) Transition Information

Your FSA will transition to the Navia platform at your next renewal. This includes both prior plan year data and new enrollments.

  • New FSA Plan Year: Your FSA will go live on Navia’s platform at the start of your next renewal.
  • Prior Year Balance Transfer: Data from your current FSA plan year will transfer to Navia’s platform shortly after renewal. There will be a brief blackout period during which participants will temporarily be unable to access their prior year balances. The exact timing of this blackout period will be included in the transition communications that Navia will provide. Once the new plan year begins and the transfer is complete, participants can begin submitting claims to Navia for eligible expenses from the prior plan year.

Navia will work closely with you to ensure a smooth and timely transition. Additional communications and resources will be provided to support you and your participants throughout the process.

Health Savings Account (HSA) Transition Information

Your HSA will transition to the Navia platform at your next renewal. At the end of the current plan year, all actively enrolled HSA accounts will be re-associated to Navia’s system.

  • Participants will remain with the same custodial bank they currently use through TaxSaver, ensuring a more seamless experience.
  • As part of the re-association process, all existing account balances will be automatically transferred. No action is required from participants to move their funds.
  • Participants will receive a new Navia debit card as part of the transition.

Navia will work closely with you to ensure a smooth and timely transition. Additional communications and resources will be provided to support you and your participants throughout the process.

Health Reimbursement Arrangement (HRA) Transition Information

Your HRA will transition to the Navia platform at your next renewal. This includes both prior plan year data and new enrollments.

  • New HRA Plan Year: Your HRA will go live on Navia’s platform at the start of your upcoming renewal.
  • Prior Year Balance Transfer: Data from your current HRA plan year will transfer to Navia’s platform shortly after renewal. Claims and Reimbursements

If a participant currently has direct deposit in TaxSaver’s system for claim reimbursements, will they have to setup their banking information again in Navia’s portal or will this information be migrated? 

Direct deposit information will be automatically migrated from TaxSaver to Navia. Participants do not need to re-enter direct deposit information on the Navia platform.

What is the best way to submit a claim?

Participants are encouraged to submit claims through the Navia Participant Portal or through the MyNavia mobile application, as these are the most efficient methods of claims transmission and will ensure the fastest turnaround time for reimbursement. The MyNavia mobile app includes the ability to take pictures of receipts and supporting documentation directly on the phone. If participants must use fax as the only available means of submitting claims, please contact Navia’s customer service team and they can provide you with a fax number. Claims are processed within 2 business days from receipt.

What are Express Claims?

Express claims are those submitted through the Navia mobile app or through the Participant Portal. Express claims make submission quick and easy for participants.

Web Portals and Mobile App?

Will participants be able to see all CDH benefits they are enrolled in on the Navia portal? 

Yes, all benefit programs (HCFSA, DCFSA, LPFSA, HSA, HRA, Commuter, Wellness, etc.) are visible and managed through the Navia portal.

What are the web addresses for the Navia Employer and Participant Portals?

https://www.naviabenefits.com is the site address for both employers and participants. There are separate login paths for employers and participants when you select the “Login” button in the upper right of the main page, or when you select “I’m a Participant”, “I’m an Employer” or “I’m a Broker”.

If I have access to the Employer Portal and I’m also a participant, will I have two different logins or one?

You can access both the Employer and Participant Portal with a single username and password which allows you to toggle between both portals after you’ve logged in. To set up your account properly, you will need to register as a participant first, then complete your employer registration and you will be asked to provide your participant login credentials at that time to link both profiles.

Will participants be able to change their address?

Yes, participants can update their address online through the Participant Portal.

Can you prevent participants from changing their address on the Navia site?

Navia stores two separate addresses in the system, a mailing address and a physical address. Participants can change the mailing address if they need to receive checks and other correspondence at an alternative location; we must allow this to ensure accurate and timely delivery of important correspondence. We also advise participants to notify their employer if their information changes.

Will participants receive an informational guide on how to use the portal?

Yes, participants will receive a welcome email following the transition that provides basic instructions and guidance for registering online and accessing their benefits information.

Is there a mobile app?

Yes, the MyNavia mobile app is available on the Google Play Store (Android devices) or the Apple AppStore (iPhone devices).

Navia Benefits Card

Can a card be issued to spouses?

Yes, participants enrolled in the new plan year will automatically receive a new Navia debit card, if the existing TaxSaver plan offered debit cards. Participants can request an additional card for a spouse and/or dependent via the Participant Portal. The additional card will be issued in the name of the spouse or dependent but linked to the participant’s account, making it easier for them to use the card in retail and health care locations. There is no cost to the employer or the participant for additional debit cards.

What is Navia’s card substantiation process?

With the Navia card, participants receive a substantiation request for any purchase/transaction that cannot be automatically verified as an eligible expense, with periodic reminders if they do not respond to the original request. If the participant does not respond within 120 days of the original substantiation request, their card will be temporarily suspended until the unsubstantiated transaction is resolved. As with all active Mastercard/Visa/Amex debit and credit cards, cards may also be temporarily disabled or closed if fraudulent activity is detected on the card.

Funding, Reporting, and Reconciliation

Will we receive claim reimbursement reports?

Navia sends disbursement reports with each scheduled reimbursement run, which includes the total amount of card swipes and reimbursements since the previous cycle. If there is no claim/card activity for any given week, the notification email will indicate that there was no disbursement activity.

How do participants use their funds?

The fastest and most convenient method for participants to access their benefit funds is by using their Navia issued debit card. If your plan does not offer the debit card, participants can submit claims online through the participant portal, through the MyNavia mobile app, or by emailing the claim to [email protected]. Reimbursements will be issued via check or direct deposit if participants have provided their banking information to TaxSaver or Navia.

Can we require direct deposit?

Direct deposit for participant reimbursements cannot be mandated and enforced by the Navia system, and we offer check reimbursement as an option for those participants who may be unbanked or have specific concerns related to electronic reimbursement. Employers can collect direct deposit information from participants and enter the information through the Employer Portal. During the migration from the TaxSaver platform to the Navia platform, all existing direct deposit information in the TaxSaver system will automatically migrate to Navia as a part of the transition process.

Can I change the frequency of the reimbursement schedule?

Yes, you can choose different reimbursement schedule such as daily or semi-monthly, however, please keep in mind, this could result in reimbursements being issued less frequently, therefore participants must wait longer to receive funds. Navia will process claims within 2 business days from receipt and reimbursement would occur on the following scheduled reimbursement date. If you would like to make a change to your reimbursement schedule, please let us know.

Our company has fraud filters on our account…what do we need to do?

Navia banks with Wells Fargo, so you will need to ensure our ACH Company IDs have been approved to pass through your bank’s ACH Fraud Filter. Please approve the following ACH Company IDs:

Communications

If a participant doesn’t have an email address on file, will information be mailed?

Yes, if a participant does not have an email address on file, the welcome letter will be mailed to them via USPS.

Will employers receive written instructions?

Yes, an Employer Handbook will be sent out to all employer contacts along with the online portal registration instructions. The Employer Handbook provides step by step instructions for the processes we will review during the training webinar. This email will go out during the week of blackout.

Do you send an enrollment kit once we add a new enrollment into the Employer Portal?

Welcome emails are sent to newly enrolled/eligible participants after their information is loaded to the Employer Portal, containing information and instructions that are applicable to the specific plans for which they are eligible/enrolled.

Are communications regarding your app and Participant Portal available through the Employer Portal?

Yes, participant education materials and communications are available through the Employer Portal under Tools & Resources → Educate Your Employees.

Will our communication with TaxSaver cease at some point?

No, TaxSaver and Navia are merging and any contacts/reps you currently work with will still be available to you.

I am not receiving your emails, what can I do?

If your organization uses spam filters or other email quarantining services, please communicate to your IT department to allow emails coming from Navia (@naviabenefits.com) to prevent future communications from being blocked.

Non-Discrimination Testing

Is there an option for Navia to perform the non-discrimination testing?

Yes, Navia provides annual non-discrimination testing (NDT) for all of its customers, for all applicable plans.

Do you send a reminder for the non-discriminatory testing at year-end?

Yes, Navia provides NDT pre-testing reminders at the beginning of the plan year as well as year-end testing reminders at 60 and 30 days prior to the plan year end.
